If I had to guess I'd think that they bought the little plastic eggshells, filled one half with white chocolate, put the peep inside, then filled the other side and sealed. That is just my guess though. Here is a similar link http://sunscholars.blogspot.com/2011/03/surprise-candy-eggs.html
