What is Speculoos? Speculoos Cookie Butter is a Dutch treat. It is a shortbread biscuit similar to Biscoff's and has includes the following spices cinnamon, nutmeg, cloves, ginger, cardamom and white pepper. JuliJack made these cupcakes.
